Mercy Housing and Shelter Corporation (Mercy) provides housing assistance and supportive services to persons who are homeless or at risk of becoming homeless in Greater Hartford and Middletown. Mercy works to empower its clients to become independent, so they may live and work with dignity and respect. Mercy seeks to end homelessness by advocating for changes in the social systems that perpetuate homelessness. Mercy welcomes and serves all in need, in the tradition of the Sisters of Mercy, who founded the organization in 1983.

Programs at St. Elizabeth House, 118 Main Street, Hartford:
- The Friendship Center is a soup kitchen and day shelter providing refuge from the weather and the dangers of life on the streets when most overnight shelters are closed.
- The Women’s Program, a housing program for adult women in recovery from substance abuse; services include case management, housing and employment search and referrals for treatment.
- Mercy House, a residential program for adults with HIV/AIDS, and co-occurring substance abuse and/or mental health conditions. Residents receive case management and access supports that allow them to obtain medical and behavioral health care.
- Respite, a program for people being discharged from mental health, residential treatment facilities or otherwise homeless with mental health disabilities.
- Pre-trial beds, for adults awaiting trial.
- Jump-Start to Jobs Program: employment resource and training center for residents of St. Elizabeth House
Additional Programs (Located outside of St Elizabeth House)
- Shelter Diversion (Greater Hartford and Middletown): Diversion programs connect individuals/families with services that help them preserve their current housing situation or assists them in finding housing outside of shelter while receiving services to stabilize their housing or help them move into permanent housing. Mercy also operates Greater Hartford’s Coordinated Entry Hub.
- Rapid Re Housing (Greater Hartford) is designed to assist homeless or vulnerably housed households become housed as quickly as possible. The service includes three core components: 1) housing location, 2) financial assistance, and 3) case management.
- Homeless Outreach (Greater Hartford)
- Mercy Supporting Housing Services (Greater Hartford and Middletown): Permanent, Supportive Housing combines a rental subsidy and supportive services for individuals with very low incomes and disabilities (typically serious and persistent conditions including substance abuse, HIV/AIDS, behavioral health disorders and co-occurring disorders).
The Haven at Charter Oak provides 24-hour on-site staff support to young adults, ages 18-25, transitioning out of Department of Children and Family (DCF) services or other transitional living situations and referred by the Connecticut Department of Mental Health and Addiction Services’ Young Adult Services (YAS) Program.
The Residence at St. Mary Home (West Hartford) – supportive housing, case management services, 24-hour staff support and meals for 12 homeless adults with varying disabilities.


Mercy’s Accomplishments:
- In the past year, Mercy provided services to over 2,500 individuals and families throughout Greater Hartford and Middletown.
- In Calendar Year 2024 Mercy served over 77,200 meals between St. Elizabeth House and the Friendship Center.
- In our most recently completed fiscal year:
195 individuals with complex needs were assisted on their road to recovery and housed through our residential programs in Greater Hartford. 154 individuals accessed permanent supportive housing in Greater Hartford and Middletown 93 individuals were served by our Rapid Rehousing program, which helped them find and maintain housing after experiencing literal homelessness. 74 homeless individuals received services through our homeless outreach programming.

How has TANGO impacted your Organization:
TANGO has provided Mercy with networking opportunities, access to discounted software, and has continued to be a clearinghouse of information and resources to nonprofits. Our staff have especially benefitted from attending the Building Bridges Annual Nonprofit Conference and Women Take the Lead series. When you are expected to provide a higher volume of services each year to meet the needs of the growing number of community members facing homelessness and housing insecurity, it is important to have a central point where we can find supporters, volunteers, and community allies.
